Abstract—13th Five-Years (2016~2020) is the critical period for the industrialization and urbanization in China. The main functional region planning is promulgated as guidance for land exploitation. Therefore, higher standard for the exploitation, allocation and consumption of energy and power is necessary, which is of great importance for land exploitation. Based on the energy development principle set by main functional region planning, the regional resources and environment assessment system as well as its database is established in this paper. DRA (Delphi Relative Analysis) method is proposed to quantitatively evaluate the relative influence among factors mentioned above. Finally the advices are presented for the energy and power development of China in the medium and long term.
